This style reminds me of the old "Tom & Jerry" cartoons!!!! And I love that style!!

The early ones. Back when cartoons were cartoons, and they werent afraid to blow the cat up a few dozen times an episode.

I'm glad you appreciate the simplicity!

As for tools, what you see is brush pen lines
(drawn with a Faber-Castell PITT pen, I think)
and Photoshop color layered over newsprint.
